SECTION 1,

Sir F. Lascelles to Sir Edward Grey,-(Received October 28.)
Berlin, October 19, 1907.
(No. 462.) Sir,
I HAVE the honour to report that the "Berliner Neueste Nachrichten " of yesterday publishes a telegram from Peking, received through the German Cablegram Company, to the following effect:-
"The Wai-wu Pu has instructed the Chinese Minister at Berlin to inform the German Government that China intends to herself undertake the section of railway from Tsingtau to Clen-fu in South Shantung, a Concession for the construction of which was formerly granted to Germany. This railway was intended to be a branch of the projected Tien-tsin-Chinkiang Railway."
No other newspaper has published this telegram, and the "Berliner Neueste Nachrichten" itself expresses a doubt whether the news is correct.
I have, &c. (Signed) FRANK C. LASCELLES.
